Phillips Defense Systems, Inc. (PDSI), is a Service Disabled-Veteran Owned Small Business (SDVOSB), engaging in engineering, logistics, Information Technology, Acquisition and technical services support services, and has a successful 17-year history of providing the United States Military with acquisition management and logistics, engineering, design and fabrication, program management, financial management, training and fielding, and information technology support services. PDSI was founded in 1994 by its current President and CEO, Dave Phillips, a retired Marine Corps Lieutenant Colonel, with systems acquisition, artillery, and intelligence background. PDSI’s Corporate office is located 416 River Road, in the town of Quantico, Virginia, aboard the Marine Corps Base, occupying over 8,500 square feet of modern and newly refurbished office buildings. This location is within walking distance of PDSI’s main customer, the Marine Corps Systems Command (MCSC). PDSI maintains a current cleared facility clearance, and performs on multiple contracts with MCSC, and with the Fort Belvoir Army community |

We are proud of our strengths and capabilities. PDSI employs over 30 professionals and is based in Quantico, Virginia, with offices in Jacksonville, NC, near Marine Corps Base, Camp Lejeune, NC, Okinawa, Japan, and at Fort Belvoir, VA. |

What We Offer > PDSI Services
PDSI brings to the market expertise in acquisition management & logistics, engineering, design & fabrication, program management, budget and financial management, and information technology. Our acquisition management and logistics teams support all directorates in the Marine Corps’ Systems Command at Quantico, VA, to include Optics, Infantry, Artillery, and Armored Vehicles. Our engineering and prototyping teams support our military's forces in addition to supporting our military logistics and acquisition teams. Our program management, budget and financial management and information technology teams provide our military customers with management and operations support. We also support broad based military programs including underlying management information systems, network infrastructure, financial controls and program management. Our Information Technology personnel provide What We Offer > Acquisition Mgmt & Logistics PDSI provides Logistics and Acquisition Management support for Infantry, Optics and Non-Lethal Systems, armored vehicles, amphibious vehicles, and other systems deployed by the Department of Defense. We also support the Global Combat Support System-Marine Corps (GCSS-MC), with Oracle Key Personnel Trainers, Subject Matter Experts, Financial, and Information Assurance personnel. Logistics and Acquisition Management support is inclusive of life cycle management, acquisition and logistics support, training and fielding to CONUS and O-CONUS activities, to include OIF, and improvement of engineering and design. PDSI also supports Infantry Weapons Systems (IWS) including test, evaluation, engineering, acquisition, logistics and fielding support for weapons systems deployed by the U.S. Military. Our specific expertise includes optics equipment, integrated optics weapons systems, laser guided weapons systems, and night vision equipment. PDSI has extensive Logistics and Acquisition Management expertise for multiple armored vehicle programs including MRAP and amphibious assault vehicles, and expeditionary fighting vehicles. Our knowledge covers engineering design and specifications development, systems engineering, establishment and development of acquisition management programs for new classes of vehicles going into production, and establishment of supply chain management programs supporting the production cycle. PDSI supports military customers with Webmasters, Data Base Administrators, Web Developers, Information Assurance (IA), and other Information Technology requirements. |

Financial Management
PDSI has a long history of providing our customers with quality personnel across various financial areas including the majority of the Planning, Programming, Budgeting, and Execution (PPBE) process as well as other financial areas relating to the federal government. This experience and dedication to quality service provides our customers the support necessary to efficiently manage and utilize funding within prescribed legal constraints. Our personnel are adept at providing support for Program Objective Memoranda (POM) activities, and development of input to the budget cycle. PDSI's experience throughout the PPBE cycle provides an understanding of the implications in each phase and interplay between the phases. Financial constraints represent critical challenges that must be overcome in order to provide the warfighter the tools needed to accomplish their mission. PDSI’s knowledge and experience allow for support to maximize this goal of the armed services. |

PDSI has been providing a wide variety of Information Technology services to Government agencies for over 13 years. The services we provide include, Application Development, Enterprise Architecture, Network Design, Web Development, Web Masters, Data Base Administration, Information Assurance/security services, and Automated Training tools development. What sets us apart is our ability to leverage our subject matter expertise with our knowledge of technical options available enabling us to re-engineer processes to maximize use of technology. In many cases, our employees who provide Logistics, Acquisition and Financial Management support to our customers identify areas that could benefit from automation. We bring in our technical experts and they work hand in hand with the subject matter experts to come up with valued solutions.
